十八大确定2020年全面建成小康社会的宏伟目标,实现国内生产总值和城乡居民人均收入比2010年翻一番,加强生态保护,实现找矿突破既是解决现实问题的需要,更是建设美丽中国,实现中华民族永续发展的大计。实现找矿突破战略行动,要以十八大报告精神为指导,以生态文明建设统领资源勘查开发和生态环境保护,处理好政府和市场的关系,实现在政府宏观调控下,发挥市场配置矿产资源勘查开发的基础性作用。

The Eighteenth National Congress of the Communist Party of China has determined the goal of completing the building of a moderately prosperous society in all respects by 2020,and doubling its 2010 GDP and per capita income for both urban and rural residents.Therefore,strengthening the ecological protection and achieving breakthrough in geological exploration is not only the need of solving realistic problems,but also a major project for building a beautiful country,and achieving lasting and sustainable development of the Chinese nation.This paper argues that realizing the strategic action of breakthrough in geological prospecting,we must be guided by the report to the Eighteenth National Congress of the Communist Party.Prospecting for and exploitation of natural resources and the protection of ecological environment should be focused on the construction of ecological civilization.At the same time,we must deal with the relationship between the government and the market,and reach the goal of giving full display to the fundamental role of market allocation in mineral resources exploration and development under government's macro control.
