The effective implementation of secondary management in higher vocational colleges depends on good environment of cultural management. To create a good cultural environment for the implementation of the secondary management, the paper provides good basic guarantee from the aspects of carrying forward humanistic management concept, strengthening the management team construction and shaping higher vocational institute campus culture.
