Building of a harmonious culture needs to develop the cultural functions of university. The development of higher education provide a strong intellectual and human resources support to build a harmonious culture. Democratization in higher education, as the process of gradual reform, has the unique meaning of equality, justice, freedom, tolerance and autonomy. The democratization in higher education should be promoted from the various aspects, namely, individual and social need, development concept of higher education, etc.
