On the Driving Force of Inner-party Democratic Construction

动力问题至关重要。党内民主建设推进动力包括外部促进力和内在推动力两个方面。其中,外部促进力来自党外民主建设的压力和促进力,它包括中国社会主义民主政治和人民民主以及现代国际社会民主政治不断发展的新趋势、新现象等,这是推进党内民主建设的外因;内在推动力来自党内民主建设自身的推动力,即党员、党的干部和党的组织对推进党内民主建设的自觉要求和积极行动,以及党内民主制度的规范和保障作用,这是推进党内民主建设的内因和根本动力。二者相互促进、缺一不可,共同构成了推进党内民主建设的动力源泉,形成了一个完整的推进党内民主建设的动力系统。

The driving force is of the utmost importance in inner-party democratic construction. It includes outer-propulsive force and inner-driving power. The former is from the pressure and propulsive force of non-party democratic construction including China＇s socialist democratic politics, people＇s democracy and gradually developing new tendencies and new phenomena of democratic politics in modern international society, which is the external cause to advance inner-party democracy; the latter is from the self-driving force in inner-party democratic construction, i.e. the conscientious demands and active action to advance inner-party democratic construction from party members and party organizations, and norms and guarantee of inner-party democratic system, which is the internal factor and fundamental driving power to advance inner-party democratic construction. Outer-propulsive force and inner-driving power, which are mutual promotion and neither is dispensable, constitute the source of driving force to advance inner-party democratic construction and formulate a complete system of driving force to advance inner-party democratic construction.
