产业集群理论对我国城市规划建设的启示

ENLIGHTENMENT OF INDUSTRIAL CLUSTER THEORY ON CHINA'S URBAN PLANNING AND CONSTRUCTION

分析了产业集群的理论基础以及近年来的新要素和新观点。从现代城市发展特点出发,系统梳理了产业集群概念和理论的演进及其对城市政策的指导意义。根据产业集群的理论内涵,文章提出了从城市发展战略、城市规划和管理以及城市建设层面将产业集群纳入城市发展中的框架。结合现状,文章指出产业集群建设在经济和空间的统筹、经济互补性、地方化集群策略和可持续发展动力方面存在盲区,是资源浪费、无序扩张和经济发展动力不足等问题的深层原因。最后在经济与空间联系、实施空间尺度、制造业与服务业的互补性和要素的配合及条件方面提出建议,并指出产业集群潜在的负面影响。

With the marketization process, industrial clusters have been at the heart of urban and regional development in China both theoretically and practically. Starting from the evolution of the concept of industrial Cluster since the end of last century, the paper analyses the changes of the concept and addresses the roles of industrial cluster in urban policies. Based on the theoretical connotation of industrial cluster, the paper proposes a framework that integrates the industrial clusters into the urban development process in terms of urban development strategy, urban planning and management, and urban construction. In view of the reality, the paper points out that the construction of industrial clusters has blind spots in the aspects of economic-spatial coordination, economic complementarity, localized cluster strategy, and sustainable development impetus, which is the deep reason for the problems of resource waste, orderless expansion, and insufficient economic development motive power. In the end, the paper presents corresponding suggestions and points out the initial negative impacts of industrial clusters.
