摘要 以"动态立体灭火救援圈"理论为基础,结合温州"7.23"动车事故处置案例,分析了当前高铁事故发生的特点,以及带来的抢险救援新课题。从进一步完善组织体系、灭火救援行动和灭火救援资源等方面,对创新高铁灭火救援理论依据,推动高铁救援跨平台指挥体系构建,强化重特大高铁事故处置能力等方面进行阐述。 Based on theory of dynamic dimensional firefighting and rescue circle, combined with Wenzhou "7 · 23" high-speed rail accident rescue, characteristic of high-speed rail accident was analyzed and rescue problems. From aspect of improving rescue structure, firefighting and rescue tactic and resource, it was described that how to innovating principle of high-speed rail accident rescue, building cross-platform rescue command struc- ture,and strengthening ability of high-speed rail accident rescue.
