近十年国内科研诚信研究述评

A Commentary on Research Integrity for a Decade

科研诚信是科学工作者道德素质的重要组成部分,也是管理工作者和政府监督部门共同遵守的行为准则。近年来,随着国内一些较为严重的不端行为案例不断曝光,科研诚信建设成为学界和政府管理部门关注的焦点问题。通过分析科研诚信缺失的原因,对加强科研诚信建设与防范科研不端的措施进行了讨论、评述、总结,以此推动科研诚信体系的进一步完善与建设。

Research integrity is not only one of the important moral qualities for scientific researchers, but also a code of conduct which the government and managers must comply with. With the exposure of a lot of serious misconducts in recent years, Research integrity has become an important problem for scholars and governmental managers. In China, people who misconduct in scientific research include college teachers, researchers, evaluation experts, university students and postgraduates. According to its different performance extents, it is divided into a lot of levels ： such black, deep gray, gray and light gray, referring to moral, institutional and legal extents. The reasons which lead to problems of scientific integrity involve the personal immorality of researchers, imperfect administration and institution and complicated social environment. Therefore, we must prevent scientific misconduct including government intervention, legal regulation, institutional construction, environmental building, supervision and administration, moral education, etc.
