近年来,技术性贸易壁垒成为影响国际间自由贸易的主要障碍,纺织服装行业是受影响最重的行业之一。国内外学者普遍认为,技术性贸易壁垒产生的原因在于进出口国的技术和环境标准、法规以及合格评定程序的差异。事实上,这些差异只是技术性贸易壁垒的表象特征,国家间的消费文化差异才是技术性贸易壁垒的根源。
