新闻出版总署发布的《关于报刊编辑部体制改革的实施办法》,在期刊界乃至学术界产生了很大震动,一时成了人们热议的话题。目前,讨论的焦点是集中在两个问题上:一是要不要改,二是如何改。包括学术期刊在内的报刊编辑部体制改革是我国文化体制改革的重要组成部分,是大势所趋。但学术期刊是刊登学术研究论文的载体,属公益事业,具有公共品性质,不能简单地产业化,让其走向市场。对其进行的改制,应与高等学校、科研机构等主办单位的改革同步进行;应分别不同情况,不搞一刀切,并在全面推开之前进行试点。目前可以先实行编辑与出版发行分开的运行模式。对于报刊编辑部改制,应当以理性的态度冷静对待,从国家事业单位改革和文化体制改革的大局、全局来认识和把握。当前,我国学术期刊办刊既面临严峻的挑战,又有大好的机遇。每一个期刊及其编辑人员应当集中注意力,以认真负责的态度,一如既往做好办刊工作。

Measures for Implementation of Reforming Editorial Board System promulgated by the General Administration of Press and Publication produced great shock in journal publication, and even in academic field, and instantly became a hot topic. At present, the discussion focuses on two issues： whether to reform, and how to reform. The newspaper and journal board reform, including that of academic journals, is an integral part of cultural system reform and an inevitable trend. However, academic journals are the media of carrying academic research papers, and of the public service and for the public, and can＇t be simply industrialised and let it go to the market. Such transfer should go with the pace of their sponsors such as institutions of higher learning and scientific research institutions. Different situations should be taken into consideration and can＇t be treated without difference. Trial practice is proposed before complete complementation. At present, the model of the separation of editing and publication can go first. As far as the transfer of newspaper board is concerned, it is proposed that a reason.~b!e .~ttit,~e sh,~u!d he taken into consideration, standing at the height of general situation of the national reform of government affiliated organs and the reform of cultural system. At present, the academic iournals in China are faced with bothopportunities and challenges. Every journal, together with editors, should, with earnest attitude, make good contributions as usual to the journal work.
