The positions and roles of public hospitals at county level in urban and rural medical health system determine the strategic significance of the comprehensive reform in promoting the development of public hospitals at county level.The public hospitals at county level take initiative mobilization,public welfare maintainance and sustainability guarantee as the three value indexes,by which the reform achievements in the public hospitals at county level are evaluated and the reform modes are chosen in the public hospitals at county level.
