摘要 目的从卫生人力资源人口拥有量和地理拥有量分析评价青海省卫生人力资源配置公平性。方法运用统计年表对青海省卫生人力资源现状进行实证分析,利用洛伦茨(Lorenz)曲线及基尼(Gini)系数对人力资源配置公平性进行评价。结果按人口分布的Gini系数由小到大排序为医生(G=0.21)、卫生人员(G=0.24)、护士(G=0.30),按地理分布的Gini系数由小到大排序为医生(G=0.79)、卫生人员(G=0.80)、护士(G=0.82)。青海省卫生人力资源配置按照区域配置存在显著性差异,处于高度危险,但人口公平性优于地理公平性。结论青海省卫生人力资源配置公平性按照人口配置总体尚可,地理公平性需引起高度重视。 Objectives To analyze and evaluate the equity of the human resource allocation in the health care sec- tors according to demography and geography in Qinghai Province. Methods Applying statistical chronology to ana- lyze the health care human resource distribution in Qinghai Province, and applying Lorenz curve and Gini coefficient to evaluate the equity. Results According to the distribution of the population, Gini coefficients were ordered from small to large:doctors (G = 0.21), health personnel (G=0.24), nurses (G=0.30). According to the distribution of the geography, the order of the Gini coefficients: doctors (G=0.79), health personnel (G=0.80), nurses (G= 0.82). There existed a significant regional difference in health human resource allocation, and demography faired better than geography in distribution. Conclusions The health care human resource allocation of Qinghai Province is commendable as to the distribution of the population, however, the government should pay closer attention to the equity of the geographic distribution of human resources.
