公共图书馆核心业务的定位和特性并非一成不变。温州市图书馆的核心业务经历了"借阅、采编"核心时代、"读者活动"核心时代、"文献整理开发与研究"核心时代3个阶段的转移。可见,核心业务随着历史和社会的特点转移是一种必然现象。同时,核心业务的重点在于与其他图书馆业务的和谐发展。
