电子健康及其发展的若干问题探讨

Thinking About Some Issues of E-health

由于实践的需要,电子健康及其发展问题受到学界的关注与重视。本文在厘清电子健康概念与应用领域的基础上,着重探讨电子健康的意义,电子健康发展所面临的困难与问题。在这一背景下,提出我国发展电子健康的基本策略,为有效推进中国电子健康创新与发展提供可资借鉴的依据和建议。

In recent years, e-health has already become the new development trends of health care system. This paper discusses some issues of e-health. First of all, it shows the definition of the e- health. Then it explores the significance of e-health from the aspects of the demand, cost, quality, security, efficiency, user and social equality, etc.. WhaCs more, it also inquires into the issues and difficulties faced in the e-health development, such as e-health standard, collaboration and synergy between all kinds of heterogeneous actors, e-health research, obstacles from traditional institutions, organizations and views, and publicpolicy and so on. Finally, the paper further analyzes the princi- pal conditions and strategies of Chinesee-health development, which should fully consider the practi- cal situation in China, especially the huge difference between urban and rural areas and between rich and poor regions, based on the basic lessons of developed countries with the attention and leadership of Chinese government.
