摘要
地震应急工作是防震减灾工作的重要组成部分,它具有时效性强、协调性强、专业性强、社会要求高等特点,是一项技术含量很高的工作,因此地震应急能力的成熟度评估具有重要意义并富有挑战性。本文在地震应急能力中应用成熟度模型,在研究借鉴多种成熟度模型的基础上,提出地震应急能力成熟度模型的概念和构成要素,明确各要素之间的相互关系,建立了以成熟度单元为核心的两层次结构体系模型,提出了模型的基本评价方法。
Earthquake emergency is an important component of protection against earthquake and disaster reduction. Because it has its own inherent characters, like timeliness, coordination, professionalism and social demand, and is a high-teeh work, assessment of earthquake emergency capability maturity becomes more significant and challeng- ing. Based on studying and referring many models, this paper offers the concept and basic components of Earth- quake Emergency Capability Maturity Model (EECM2) , establishes a two-layer structure system model and basic and makes the relationship among them clear, and also evaluation method with maturity unit as its core
