产业转移对制造业价值链攀升的影响

The Effect of Industrial Transfer on Manufacturing Value Chain Climbing——An Analysis of Panel Data Based on Region and Industry In Jiangsu

国际产业转移和区际产业转移对制造业价值链攀升具有不同的影响。以江苏为例,分别运用地区和行业面板数据模型分析产业转移对制造业价值链攀升的不同影响和作用。研究表明,从地区和行业整体看,国际产业转移对制造业价值链攀升没有表现出明显的促进作用;从制造业细分行业看,国际产业转移对制造业价值链攀升具有明显推动作用的行业主要是交通运输设备制造业和通用设备制造业。区际产业转移则在地区和行业层面均表现出对制造业价值链攀升明显的推动作用。但从业人员、技术及管理对制造业价值链攀升的作用大小及方向不尽一致,在地区层面上,二者对地区制造业价值链攀升的推动作用并不明显;而在行业整体层面,二者则表现出对制造业价值链攀升明显的促进作用。据此,提出了科学承接国际产业转移,加快推进区际产业转移,加大科技创新和人力资本投入,推动制造业攀升价值链高端等政策建议。

The international industrial transfer and interregional industrial transfer have different effects on manufacturing value chain climbing. Taking Jiangsu as an example, this paper used regional and industrial panel data model respectively to analyze the different influence and effect of industrial transfer on manufacturing value chain climbing. Research showed that international industrial transfer didn＇t show up significant positive effects on manufacturing value chain climbing from the perspectives of region and whole industry. From the perspective of manufacturing subdivision industry, the industry in which international industrial transfer has obvious effect on manufacturing value chain climbing is mainly transportation equipment manufacturing and universal equipment manufacturing. Interregional industrial transfer plays an improving role in manufacturing value chain climbing from the perspective of region and industry. But employees, technology and management have different effects on manufacturing value chain climbing in the size and direction, in the district level, both of them have not significant positive effects on manufacturing value chain climbing; And in the industry overall level, they have shown up significant positive effects on manufacturing value chain climbing. Accordingly, the author puts forward some policy sug- gestions such as undertaking international industrial transfer scientific, speeding up the interregional industrial transfer, increasing science and technology innovation and human capital investment, promoting manufacturing value chain climbing and so on.
