近代化转型时期农村土地金融供给:制度设计与实施效果——20世纪30、40年代中国农村土地金融制度思想与借鉴

Rural Land Finance Supply during the Transition Period of Modernization:Institutional Design and Implementation Effect—The Rural Land Financial Thought in the 1930s and 1940s in China and Its Realistic Significance

作为金融制度体系的重要组成部分,农村土地金融制度的构思和建设是试图消解一定历史条件下农村经济危机的制度性探索工具之一。20世纪30、40年代农村土地金融制度思想的形成和土地金融制度的构建提供了一个观察中国近代转型时期经济思想与经济制度关系的微观视角。文章梳理和总结了20世纪30、40年代中国学术界对农村土地金融相关问题的讨论,分析了土地金融思想对于土地金融制度构建的动态影响,在此基础上,文章进一步讨论了中国近代转型时期经济思想与经济制度之间的双向互动关系以及近代土地金融制度思想对当前农村土地制度改革的借鉴意义。

From the institutional perspective, the conception and construction of rural land financial system which is an essential part of the financial system has become a solution to the rural financial crisis under specific historical conditions. The formation of rural land financial thought and the construction of the land financial system in the 1930s and 1940s provide a micro perspective for us to observe the relationship between economic thought and economic system during the transition period of modern China. This paper summarizes the discussions on the issues of rural land finance among scholars in the 1930s and 1940s in China,and analyzes the dynamic influence of land financial thought on the establishment of land financial system. Based on this, it further discusses the interactive relationship between economic thought and economic system during the transition period of modern China, as well as the significance of the land financial thought in modern China to the rural land reform in contemporary China.
