2012年以来,基层医疗机构的门急诊人数下降,二级以上医院的门急诊病人增多,其主要原因是基本药物的集中采供制度不健全、基本药物配送不畅和绩效工资考核不科学。建议进一步完善基本药物制度和绩效工资制度,调动基层医疗机构的积极性,引导常见病、慢性病人到基层医疗机构。

Since the first half of this year, the number of outpatients and emergency patients decreased in basic medical units, but increased in second-class and upwards hospitals, this is probably due to the unsuitable centralized purchasing and supplying system of essential drugs, the disfluency distribution system of essential drugs, and the unscientific evaluation of performance salary. According to these problems, this paper put forward some suggestions at the end： further perfect the essential drugs system and performance salary system ,arouse the enthusiasm of basic medical units, so as to lead the patients of common diseases and chronic disease to basic medical units.
