产业转移对水环境安全的影响及评估方法研究

Influence and Evaluative Method of Industry Transfer on Water Environment Security

承接产业转移作为欠发达地区经济发展的主要途径,不仅为水环境协调保护发展提供新的契机,同时也对当地的水环境安全产生消极的影响。本文从产业结构变化、人口急剧增长、水土流失加剧三个主要方面阐述产业转移对水环境安全的影响,指出了各种评价指标定权方法的优缺点以及当前的研究趋势,并在综合比较七种常用的水环境安全评价模型的基础上,利用模糊物元模型、模糊综合评价、综合指数法、属性识别模型、基于联系数模型、基于集对分析诊断模型对山东省某年的水环境安全状况进行评价,对比分析评价结果找出最适合评估产业转移引起的对水环境安全影响的方法。

Industry transfer as the main way to boost the economy of the underdeveloped regions will not only provide new op- portunities for the water environment protection, but also negative effects to water environment security in local areas. This paper mainly expounds the influences of industrial transfer on water safety through the change of industrial structure, dramatic increase of population and aggravated soil erosion, pointing out the advantages and disadvantages of indexes weight determining methods and the current trend. Based on comparison of seven water environment security evaluation methods, the water security in Shan- dong Province were assessed by fuzzy matter - element, fuzzy comprehensive evaluation, comprehensive index method, attribute recognition model, connection number based assessment model, set pair analysis based diagnosis assessment model. The optimal methods were fund by comparing the analysis results comparative analysis the results.
