城市设计导则可控体系的理性建构

The Integration of the Urban Design Method in the Regulatory Detailed Planning

城市设计导则是城市设计体系中针对如何实现空间环境设计的具体指引和控制框架,是一种由设计性语言转译而来的管理性语言。随着现代城市发展内容的不断深入和复杂化,在城市设计体系不够完善,其地位、作用尚不明朗的前提下,导则设计更应超越可变性内容的限定,转而提供一种"理性"的控制框架,限定出城市建设及其管理的可变性范围,为后续的设计与建设创造更多的可能性。本文以广州大学城中心区城市设计导则、佛山市中心组团新城区城市设计导则为例研究,尝试建构一种理性的可控框架,提出将城市设计导则体系中的可控因素进行针对项目的重要性排序、明确导控类型、并形成引导城市建设的有效管理工具和综合作用力的方法。

The Urban design scheme and the urban design guideline are two different stages of the urban design process. The former is the materialization and spatialization of the urban planning goals, the latter is the tool and approach of achieving the goals. This paper discusses the relationship between the urban design and the regulatory detailed planning through two planning cases, indicates that the urban design guideline is the regulatory tool for the urban public space. The integration of the urban design guideline and the regulatory detailed planning will improve the regulatory means of urban form while adapt to the current legal system.
