关于海南省发展离岸金融业务的相关政策建议

The related Policy Suggestion on the Development of the Financial Offshore Business in Hainan Province

2010年1月4日，国务院发布《国务院关于推进海南国际旅游岛建设发展的若干意见》，意见中明确提到“海南省可探索开展离岸金融业务试点”，至此给予了海南省经济放量增长、产业结构升级转型的新型发展之路。本文旨在通过分析海南省开展离岸金融业务进程中潜在的外部“利害”条件，并针对海南省离岸金融业务的内部框架进行适应性规划。从而从海南省离岸金融业务“萌芽期”起持续助力，以达到增强省内经济实力，拓展区域经济影响力的目的。

In January 4, 2010, the State Council issued the ＂ Some certain opinions of the State Council on promoting the development of Hainan international tourism island ＂, explicitly referred to ＂ Hainan province can explore on developing offshore financial business ＂, then giving the upgrading of the industrial structure transformation and the new development road .This paper makes the analysis of Halnan province in the process of the external potential ＂Environment＂ , develop offshore financial business and adaptive plan for internal framework in the light of Hainan province offshore financial business. Beginning from the ＂ bud ＂ of the offshore financial business in Hainan province, we can strengthen economic of Hainan province, expand the economy influence of the region.
