在世纪之初 ,自然资源富饶的边远民族山区尚存有绝对的、极端的贫困现象 ,同时居民收入也出现了不同程度的分化 ,与全国总体迈入小康生活水平相比仍处于相对贫困中等特点 ,要进一步发展 ,根据其自然资源、自身特点和所处社会经济发展规律的要求 。

At the turn of the century, there is still the extreme disparity between the rich and the poor in the remote mountainous regions enjoying rich natural resources. The income of the local people is disproportionately different. Their living standard still remains lower compared with the “better off level' for the whole nation. The key to their further development lies in the establishment of a market system based on the law of economic development and full exploitation of the local resources.
