城市土地优化利用是解决我国城市发展与耕地保护矛盾的重要途径。但在我国 ,城市土地市场尚不完善 ,土地优化利用研究未能与土地市场化结合。根据我国城市土地市场的特点及不足 ,优化城市土地利用的措施最主要的是完善相关政策法规 。

The optimal utilization of urban land is an important solution to the conflict between China's urban development and cultivated land protection. However, in China, the urban land market has not grown mature. Therefore, the research of optimal utilization of land must be combined with the marketing of land. In terms of the characteristics and the drawbacks of China's urban land market, the major activity of optimizing urban land of the country lies in the improvement of the laws and regulations concerned so that the process of land utilization marketing will be promoted.
