Scientifically Planning and Innovation for the Comprehensively Strengthening of Urban Wetland Resources Protection

湿地具有突出的生态功能和社会效益,与人类家园密切相关的城市湿地,在雨洪调蓄、调节气候、生物多样性保护、湿地生态研究以及促进旅游业发展诸方面都发挥了重要作用。深入分析了我国城市湿地资源保护工作面临的新形势和任务,就全面加强城市湿地资源保护工作提出了指导性意见:一要完善城市湿地资源保护的法规和标准体系,二要科学实施城市湿地保护与恢复工程,三要切实加强城市湿地公园规范化建设管理,四要建立城市湿地资源的动态监管信息,五要系统开展城市湿地保护科技支撑和培训工作,六要广泛开展城市湿地资源保护宣传教育。

Wetlands have prominent ecological thnctions and social benefits, and urban wetlands that are closely related to human habitat haveplayed an important role in rain and flood regulation and storage, regulating climate, biodiversity conservation, wetland ecological research, as well as promoting the development of tourism. In this paper the new situations and tasks faced by the urban wetland resources protection of China are analyzed in-depth, and some guiding proposals on the comprehensively strengthening of urban wetland resources protection are put forward： first, to perfect the laws and regulations and standards system on urban wetland resources protection; second, to scientifically implcment thc urban wetland protection and restoration projects; third, to strengthen the standardized construction management of urban wetland parks： tburth, to establish the dynamic supervision information of urban wetland resources; filth, to systematically develop the scientific support and training of urban wetland resources protection; and sixth, to carry out widespread publicity and education of the urban wetlandresource protection.
