The city of Medellin is part of a clearly defined natural system in the department of Antioquia. The valley in which it lies is part of a larger hydrographic, topographic and geographic structure that includes other cities built since the valley was first inhabited. Of all of them, Medellin is the largest and most important in political, economic and administrative terms. The Aburra Valley has a surface area of 1152km2 along which the Medellin River runs from south to north, with the city of Medellin situ- ated in the center. Although the municipality of Medellin provides a considerable proportion of the valley＇s resources, its life and develop- ment have traditionally been linked to the entire valley, the surrounding cities and the nine other municipalities in the department. When Medetlin began to see the introduction of integrated plans and programs for urban transformation, a consequent need for a region- al perspective and appropriate action arose. The administrative entity which is establishing, developing and managing a number of new regional plans is called the Area Metropolitana del Valle de Aburra. or AMVA （Metropolitan Area of the Aburra Valley）. Originally founded in 1980, AMVA reaffirmed in its role especially after 2004 and it began to carry out studies and develop plans focused on the contemporary state of the region. Of the urban-architectural projects that are in their advanced stages, the Centro Civico de Antioquia-Plaza de la Libertad （Civic Center of Antioquia/Liberty Plaza） best represents the efforts to establish symbols and presences with a clear regional character.
