摘要
在构建环境秩序中,科学层面的共识认知并未有效对"集体行动"进行快速、必要的逻辑引导,更未成为普通民众中的文化认知。这就客观上需要通过"政治杠杆"着力驱动从"科学认知"向"文化认知"方向上加速转化与渗透。然而,由于"局中人"之间存在利益结构差异,导致相关国家间在构建环境秩序的规范、规制等问题上形成了复杂的"议价博弈"。对此,中国作为世界上最大的发展中国家,在构建全球环境秩序的过程中,亟需结合国情谋划合理的对应方略。
During the construction of environment order, acknowledged consensus at scientific aspect could neither give a fast and necessary logical guide to "collective action" nor become a cultural recognition among people. Thus, it needs to force "scientific recognition" change to "cultural recognition" as soon as possible by "political arm". However, because of different benefits constructions among "actors", relevant countries are playing "bargain game" on the norms and rules about the construction of environment order. As the largest developing country around the world, China should put forward a reasonable strategy combined national conditions towards the construction of global envi- ronment order.
