“枢纽型”科技NGO概念的提出及学术交流职能回归

The Concept of “Hub Model” Scientific and Technologic NGO and the Return of Academic Communication Function

本文在社会自治组织和"枢纽型"社会组织的基础上,结合科技社团的不同分类与职能特点,提出了"枢纽型"科技NGO的概念。这一概念强调和突出了这一特定类别的非政府组织(NGO)的职能及作用,尤其是其在社会治理过程中作为"治理网络关键结点"的多元化、多层次的联系作用,明确了"枢纽型"科技NGO不同于一般学术型科技自治组织,要作为桥梁和纽带在政府、企业、科技工作者和普通公众间发挥联系作用。此外,在科技NGO职能不断从学术交流、科学普及两大基础职能向外部扩展的发展趋势下,提出了学术交流职能核心地位的回归。回归方式是将学术交流职能的发挥看作是一种"学术服务产品"的供给过程,并且针对特定"顾客群"的不同需求提供个性化的"学术产品及服务"。

On the basis of the concept of social self-governing organizations and ＂hub model＂ social organizations, this paper put forward the concept of ＂hub model＂ scientific and technologic NGO combining with the different classification and function characteristics of science and technology associations. This concept emphasizes the functions and roles of the particular category of NGO, especially its diversified and multi-level contact effects as the key point of the governance network in the process of social governance. Differ from the traditional academic societies, the ＂hub model＂ scientific and technologic NGO act？as the bridge and link to play contact effect between government, enterprises, scientific workers and the public. Meanwhile,with the outward development of many functions of scientific and technologic NGO from its two major basis functions--academic communication and science popularization, this paper propose that the academic communication function needs to return. The regression mode is also a supply process,the function of academic communication will play as a kind of＂academic service products,＂ it will be provided to different ＂customers＂ according to their special？needs.
