摘要
通过介绍和分析我国伴生矿开发利用中放射性环境的管理现状及存在的问题,认为问题存在的制度成因主要是监管职责不明确、资金保证制度和废物处置政策的缺失。由此,该文提出以监管机构为主导,开发废物处置示范工程和建立资金保证制度等政策建议,以推进我国伴生矿开发利用中放射性环境管理的有效开展。
The present situation and existing problems of radioactive environmental management for associated minerals are introduced and analyzed.The system causes for the problems are attributed to unclear responsibilities of authorities and loss of a financial guarantee system and a waste disposal guide.Therefore,The suggestions of strengthening the function of authorities,developing waste disposal demonstration projects and establishing a financial guarantee system are proposed to promote the effective implementation of China＇s radioactive environmental management for associated minerals.
