创新疾病监测预警——利用区域健康档案数据建立疾病监测预警系统

Using Regional EHR Data to Create Disease Surveillance & Alarm System

疾病的预测、预警一直是公共卫生管理、疾病预防控制领域的重点和难点问题,解决该问题的一个关键环节就是有效获取具有详细真实的数据,根据数据间的内部组成关系和潜在逻辑关系进行信息分析和数据挖掘,从而得出具有高可靠性、大概率性的预测预警结果。其中,数据获取与存储是该环节的前提,基于健康档案的区域卫生信息系统的建立则有效解决了这一难题。本文报告了在厦门区域卫生信息系统的市民健康档案数据库上开发建立创新型疾病监测预警系统。该系统具有疾病描述性统计分析功能、实时自动监测与更新功能、自动比对、冗余数据自动剔除功能、基于多种预测模型的疾病单病种与多病种预测功能、可设置自动提醒和预警方式的疾病预警功能。该系统的建立是对疾病预测、预警的创新性尝试,同时也是对基于健康档案的区域卫生信息系统的应用创新。

Disease forecast and disease alarm have been always very important but difficult tasks. One of the key factors to complete these tasks is to obtain reliable and detailed data. Data analyzing and data mining are conducted according to their internal and logical relationship, and then a reliable and probabilistic forecast could be reached. Based on EHR, regional health information system （RHIS） can effectively provide solid data for all these tasks. This paper reports the practice of using the EHR data base of Xiamen RHIS, a brand new disease forecast and alarm system been created. Multiple functions of this pilot system have been displayed. The creating of this pilot system is an innovative attempt of setting up disease forecast and alarm system, and also an innovative, meaningful use of RHIS based on EHR.
