摘要
合同外包作为西方公共部门广泛应用的民营化方式,带来了政府管理模式的转换。在这股潮流中,有对民营化的积极倡导者,也有尖锐的批判者。美国学者唐纳德.凯特尔通过有代表性的案例研究,指出了政府合同外包面临的严峻问题,认为政府关键在于要强化自身的合同管理能力,充当"精明买主"。案例中存在的合同外包困境,对正在进入这场潮流的中国探索适合本国国情的合同外包之路具有重要的启示作用。
Contracting practice as a way of privatization is widely used by public sectors, which brings the change of government managing mode. In this new trend, there are optimists about government contracting, whereas incisive critics exist as well. Donald F.Kettl, an American scholar, by analyzing four typical eases, pointed out the challenges of government contracting to public sectors and indicated that the government should strengthen its ability to govern and act as a smart buyer. The dilemmas in those cases have meaningfully inspired China on its way of government contracting.
