公众参与环境治理存在的主要问题及对策

Problems and Countermeasures of Public Participation and Environmental Management

文章指出了国内公众参与环境治理存在的公众环保意识不强、参与程度低,相关制度不完善,信息渠道不畅,公众不知情或知情迟,民间环保组织作用受限等问题。提出了提高公众参与意识,健全公众参与环保的相关制度,引导企业等盈利组织配合、支持公众参与环境治理,发挥民间环保组织的宣传、教育、推广环境保护相关工作的建议。

This paper points the problems of public participation and environmental administration such as low public environ- mental awareness, low willingness of participation, imperfect participation institution, insufficient information and many legal restrictions on public environmental organizations. Proposals are brought forward to strengthen public environmental awareness, perfect the participation institution, lead profitable partners such as enterprises supporting public participation, and exert public environmental organizations＇ advantages to advocate and promote environmental works.
