网络公共社区发展态势与政府管理

Development Situation of Network Community and Government Management

网络公共社区作为一种全新的公共领域形式,对于增强政府管理和公共政策的透明度,提高公民的参政水平起到了积极的推动作用。为了更好地发挥网络公共社区的正向功能,在对网络公共社区发展历程回顾的基础上,以构成网络公共社区的三要素为脉络,结合实例,对其发展态势进行了归纳总结。立足于网络公共社区的政治功能,从指导思想、管理手段和管理主体三个方面分析了其管理和引导存在的问题,并从角色转变的角度给出了加强管理的对策和建议。

As a new form of public areas, network community plays an active role in enhancing the transparency of government management and public policy and increasing citizen participation level. In order to better develop the positive function of network community, with examples and based on a review of development process of the network community, the developing trend is summarized in the context of the three elements which forms the net-work community. Focusing on the political function of network community, this paper analyzes the management and guidance problems from the guiding ideology, management means and management subject. It also gives the suggestions on strengthening management from the perspective of role switching.
