对库区移民资金补偿政策的一点思考

Thoughts on the Capital Compensation Policy of Resettlement in Three Gorges Reservoir Area

三峡工程是一项跨世纪的宏伟工程，其难度最大、最令人担忧的就是库区的移民迁建问题。现行的移民资金补偿政策在补偿标准、分配使用、监督管理等方面尚存在一定的问题，从而较大程度地影响了移民搬迁进度，挫伤了部分企业和城镇居民的搬迁积极性。对此，各级政府要引起高度重视，尊重现实、实事求是，以确保库区的移民、脱贫、发展与稳定，确保三峡工程建设的顺利实施。

The most difficult and the most worrying issue of Three Gorges Project is the resettlement in the reservoir area. There are some problems in the compensation standard, allocation and supervision of the existing capital compensation policy. So, to some extent, it delays the resettlement progress and frustrates the high spirit of some enterprises and urban residents. Accordingly, governments at all levels should pay great attention to it and face the reality to assure the immigrants of becoming better off and the smooth implementation of the construction of the Three Gorges project.
