On the innovation-driven economic development

创新驱动的增长方式不只是解决效率问题,更为重要的是依靠知识资本、人力资本和激励创新制度等无形要素实现要素的新组合,是科学技术成果在生产和商业上的应用和扩散。创新驱动作为发展战略本身也有个从外生向内生转变的问题。这就是转变技术进步的模式,由外生转为内生,立足于自主创新,依靠原始创新和引进技术的再创新,形成具有自主知识产权的关键技术和核心技术。创新驱动需要注重协同创新,最为重要的是知识创新和技术创新的协同。我国转向创新驱动发展方式还有个过程,但必须以此为目标推动发展方式的转变。就创新投入制度的创新来说,既要有市场创新,又要有政府创新,创造激励创新的环境。

Innovation-driven growth pattem not only solve the efficiency problem but also refers to the application and proliferation of scientific technological achievements in production and business through new combination of intangible elements of intellectual capital, human capital, and stimulation and innovation system. As development strategy, innovation - driven faces the challenge of transformation from exogeneity to endogeneity. That is the transformation pattern of technological advance which transforms from exogeneity to endogeneity, focuses on self innovation, relies on original innovation and re - innovation of imported technology and forms key and core technology of independent intellectual property rights. Innovation - driven pattern needs to stress on collaborative innovation, most importantly, the collaboration of knowledge innovation and technology innovation. There is a process for China to transform into innovation - driven development pattern. But we must take it as the goal to promote the transformation of development pattern. As to the innovation of innovation input system, we need not only market innovation but also government innovation which creates stimulation and innovation environment.
