公共图书馆服务体系建设是公共文化建设的重要组成部分，是保障公民文化权益的重要渠道，基层图书馆是构建公共图书馆服务体系的基石。长春地区基层图书馆建设在运作模式、规范管理、资源共享等方面的实践，在促进政府投入、推进基层网点建设、资源共享、人才队伍建设方面已见成效。本文就如何建设具有本地区特色的公共图书馆服务体系以及今后的可持续发展提出相应的建议。参考文献9。

The construction of public library service system is an essential part of the public cultural construction and an important channel of ensuring civil cultural rights. Primary library is the cornerstone of constructing public library service system. The practice of the primary libraries in Changchun area in the aspects of operational mode, stand- ardized management, resource sharing has took obvious positive effects on promoting government investment, advancing basic network construction, sharing resources and cultivating talent team. This paper put forward corresponding suggestions for the construction of the public library service system with local characteristics as well as the future sustainable development. 9 Refs.
