四川省成都天府新区卫生资源配置现状及分析

目的对成都天府新区卫生资源现状进行分析,为加强科学规划提供依据。方法采用文献法查阅四川省卫生统计年报表数据、《四川卫生统计年鉴》等相关资料,对天府新区2011年底的卫生资源情况进行描述性分析。结果天府新区有各类医疗卫生机构722家,其中医院37家仅占5.12%;基层医疗卫生机构671家占92.94%;专业公共卫生机构8家占1.11%。天府新区的37家医院中,仅有三级医院2家、二级医院5家,其余为非二三级医院。天府新区共有床位7111张,医院床位占72%;基层医疗卫床位占26.72%;专业公共卫生机构床位占1.28%。天府新区卫生人力分布为50%以上的卫生人员、卫技人员、执业(助理)医师、注册护士集中在医院,其次在基层医疗卫生机构。天府新区的每千人床位数、执业(助理)医师数和注册护士数都低于全省平均水平。结论天府新区现有大型优质医疗资源和公共卫生资源偏少;卫生资源的拥有量均低于全省平均水平。在今后发展中卫生行政部门应重视新区卫生资源规划的顶层设计,调整和利用好现有卫生资源;要加强天府新区的优质医疗资源建设;根据天府新区建设的产业特点来谋划公共卫生和专科医院的布局;加强天府新区的卫生人力资源建设。

Objective To analyze the health resources in Tianfu New Region in Chengdu to provide a basis for strengthening the scientific planning of the medical resources in the district.Methods By reviewing the information and data from Sichuan Health Statistics Yearbook and Chinese Health Yearbook,the Health Resources in Tianfu New Region by the end of 2011 was descriptively analyzed.Results Tianfu New Region had 722 various kinds of health institutions.Among which,37（5.12%） were hospitals,671（92.94%） were primary health care institutions and 8（1.11%） were public health care institutions.There were totally 7,111 clinical beds in the district and 72% of them belonged to hospitals,26.27% of them belonged to primary health care institutions and 1.28% of them belong to public health care institutions.Hospitals were allocated with more than 50% of health personnel.Key indicators such as number of clinical beds per thousand people,number of practicing（assistant） doctors per thousand people were both below the average level of Sichuan province.Conclusion Currently,large-scale health resources in Tianfu New Regipon are still in need compared to the provincial average level.Measures as the following should be taken timely,such as better adjustment and utilization of the current health resources,high quality heath resource development,better planning on the layout of public health and specialized hospitals as well as the enhancing on human resource training.
