摘要
将网格引入海事动态监管,是当前海事管理的热点问题之一。为了促进该问题的解决,在分析网格和网格化海事动态监管模式的概念和特征、南京海事局网格化海事动态监管体系的基础上,以南京海事局船舶交通服务系统(Vessels Transportation Service,VTS)为例,从有效监管范围的网格化、信息分析方法和联动执法等方面出发,研究了网格化动态监管模式下VTS有效监管的方法。实践表明,该方法在南京VTS取得了良好效果,辖区安全形势同比好转,保障了长江南京段水上交通安全形势的持续稳定。
Introduction of grids to maritime dynamic management is one of new subjects of maritime management at present.The concept and features of grid and the maritime grid dynamic management mode are presented.The Nanjing MSA maritime grid dynamic management system and the Nanjing vessel traffic service(VTS)are introduced.With Nanjing VTS as the example,a set of effective methods of supervision and management such as water area gridding,information analysis and cooperative law enforcement,are described.Practice shows that these methods have been successful in Nanjing VTS and made great contribution to the waterborne transportation safety in Nanjing section of the Yangtze River.
