The overseas Chinese is the vital force to promote our country＇s independent innovation ability. The author puts forward the relevant policy and legal proposals in a bid to protect the rights of overseas Chinese, im- prove the concerning legal system, perfect the entrepreneurship environment, and enhance the IPR protection.
