概括了城市轨道交通体制改革的六方面内容 ,并分析了政府与发展轨道交通的关系、上海轨道交通的管理体制和筹融资等问题。认为推进上海轨道交通发展的关键是 :理顺管理体制、深化投资改革。
Based on an analysis of the relations between the government and the urban rail traffic development, between the management system of Shanghai urban rail traffic and the financing problems, the author summarizes the system reformation of urban rail traffic into 6 aspects, and argues that the crux to solve the problems of urban rail traffic development is to straighten the management system itself and to deepen further the investment reformation.
