摘要
安全生产是人类社会发展的首要的、根本的前提条件,生产必须安全。如何才能最大限度地保证安全,一直是我们不断探索与思考的问题。着重阐述从设计开始如何把安全放在首位,并对如何从规章及制度上保证安全进行了论述,对实际生产且有很大的指导意义。
Safe production is the primary fundamental precondition for the development of our human society. Production must be safe. How to ensure safety to the maximum is an issue we have been exploring and thinking about. How to give top priority safety in design and how to ensure safety in terms of regulations and systems are discussed, which is of great guiding significance for actual production.
