论胶州湾滩涂管理中的伦理规制问题

管理手段多元化是海洋行政管理的趋势之一。胶州湾滩涂管理中的种种有悖于伦理道德的行为,如胶州湾滩涂开发规划不科学、滩涂规划实施中片面追求经济利益忽视滩涂生态环境等,究其原因,最根本的是人的伦理失范。解决这一问题,仅仅依靠法律和制度的力量是不够的,还需要借助伦理进行道德上的救助。因此,探索实现胶州湾滩涂管理伦理规制的主要途径,规范胶州湾滩涂管理部门的伦理行为,对于胶州湾滩涂经济的健康快速发展具有理论和现实意义。

There are a variety of unethical behaviors in the Jiaozhou Bay beach management, such as unscientific planning of the Jiaozhou Bay beach development, one-sided pursuit of economic interests, ignoring intertidal ecological environment in the implementation of beach planning, etc. These are mainly caused by the ethical anomie. To solve this problem, only relying on the strength of the legal and institutional is not enough. The ethical moral rescue is also needed. Therefore, to explore the main way to achieve ethics regulation in the Jiaozhou Bay beach management, standardizing Jiaozhou Bay beach management＇s ethical behavior has theoretical and practical significance for the healthy and rapid development of the beach-based economy of Jiaozhou Bay.
