完善政府公开电话 建设公众参与的服务平台——以部分直辖市和省会的市长公开电话为例分析

On Improving Government’s Publicized Telephone and Building Service Platform for Public Participation——Some Municipalities and the Provincial Capital of the Mayor Phone Case

在经济社会发展的特定阶段,市长公开电话或市长热线作为联系公众与政府的媒介,对于提升政府管理水平和对公民的回应性有着现实重要性。通过对大部分省会城市和直辖市市长公开电话的分析对比,可看出当前市长公开电话还存在着机构、职责、管理和运行等方面的诸多问题。对此,从政府管理发展的视角提出了统一改善公开电话的名称、明确职能权责定位、规范管理运行和加强监督问责等对策建议,从而把政府公开电话打造成公民参与的一个重要平台。

During a certain stage of economic and social development, Mayor＇ s publicized telephone or Mayor＇ s Hotline, as the media of contacting the public and government, has been playing an important role of improving government management and responsiveness to citizens. Through analyzing Mayor＇s publicized telephones of most capital cities and municipalities, many problems have been found about publicized telephones including institutions, responsibilities, management and operation as well. It puts forward several suggestions from the point of government development, which is to change the names of the publicized phones, to define publicized telephones＇ functions, powers and responsibilities, and to standardize their operation and strengthen supervision and accountability. Only in this way can we promote the government＇s publicized telephones to change into an important platform for citizen participation.
