由于"重许可轻管理"等原因,地方教育主管部门的常规管理模式已经无法有效监管民办学校。安徽省合肥市教育局出台的过程性管理制度体系是破解民办学校管理困境的有益尝试。地方政府应注意正确理解促进民办教育发展的含义,积极探索创新民办学校管理模式,简化行政管理程序,坚持依法行政。
