摘要
针对严重影响海洋生态和周边经济的船舶溢油重大事故及其决策的模糊性,提出一套船舶溢油应急方案的评价指标体系,通过专家调查法,确定评判矩阵,并运用模糊决策和层次分析法,建立船舶溢油应急方案综合评价模型,并给出实际算例予以验证。
Aiming at the serious impact on marine ecology and surrounding economic of ship oil spill ac- cident and the fuzziness of decision, puts forward a set of ship oil spill emergency plan evalua- tion index system. Through the expert investigation method, determines the evaluation matrix, and uses the fuzzy decision and analytic hierarchy process to establish the ship oil spill emer- gency plan evaluation model, and gives practical examples to verify.
