The 17th CPC National Congress proposed the transformation of the mode of economic devel- opment strategy by the end of 2009 and the construction of international tourism island of Hainan Province un- der the background of efforts to explore the way of Hainan＇ s economy development. The old pattern of exten- sive economy growth must have the sober cognition, secondly to understand why Hainan should brook no delay change velooment , finally should be based on reality, multi - pronged approach to the transformation of economic de- mode.
