Policy Legitimacy in the Perspective of Deliberative Democracy

作为一种聚合民主,代议制民主在事实上是难以真正实现政策合法性的。为此,政策合法性的实现,必须将视角转换到协商民主领域中来。在协商民主中,公共政策由于反映了多元社会中复杂的一致意见而更具合法性。

As an aggregate democracy, representative democracy is difficult to be realize in term of its policy legitimacy. We need to convert our angle to the field of deliberative democracy, in which public policy can reflect the complexity of a pluralistic society and achieve its legitimacy.
