公共品供给中的外部资源输入与农民合作——J村灌溉用水变迁的个案分析

On the Input of External Resources in Rural Public Goods Supply and Villagers'Cooperation——A Case Study on J Village in Hebei Province

以河北省J村灌溉用水中的农民合作过程为个案,说明在村庄公共品供给的过程中,外部资源的输入会降低村庄公共品供给中农民合作的成本收益率,是农民合作的诱导条件;而农民能够有效参与,并且农民个体的决策和行动与合作收益紧密相关,会使农民超越集体行动的困境,实现自愿合作。在新农村建设的背景下,这种以村庄内源合作为基础、外部资源输入为诱导的"互动模式"促成的农民合作,是村庄公共品供给的有效方式。

The author takes J Village in Hebei Province as a case to illustrate the process of rural public goods supply in which the input of external resources, an inductive factor of villagers＇ cooperation, would reduce the rate of cost-benefit of the villagers＇ cooperation. Villagers＇ participation, individual decision-making and their behaviors are closely related to benefits of cooperation, which would encourage villagers to overcome the plight of collective behaviors to achieve voluntary cooperation. In the context of building new rural areas, the interactive mode, which is based on endogenous cooperation in the villages and conditioned by input of external resources, is an effective way for public goods supply of villages.
