党外代表人士直接参与突发事件应对,不仅可以充分发挥各民主党派参政议政的积极性,而且可以最大限度地把突发事件遏制在萌芽状态,更能发挥党外代表人士在突发事件应对中的政治超越、人力、财力、物力支持作用。因此,为了深入贯彻落实中发〔2012〕4号文精神、建立党外代表人士直接参与突发事件应对机制非常必要。

And it even can give full play the role of the political transcendence and human, financial and material resources support of the non-party personage in emergency response. Therefore, it＇ s necessary to establish the mechanism for non-party repre- sentative to participate in the emergency response in order to thoroughly apply the spirit of the country＇ s （2012） 4th certain file.
