经过20多年的艰苦努力,毕节试验区牢牢把握"开发扶贫、生态建设、人口控制"三大主题,走出了一条在贫困地区实现经济、社会与人口、资源、环境协调发展的新路子。针对三大主题之一的‘开发扶贫’,探讨其内涵、实践探索及建议。

After more than 20 years of hard work, Bijie firmly grasps the three major themes of exploitation and pover- ty alleviation, ecological construction and population control and achieves coordinated development between econo- mies, society and population, resources and environment in a new way. This article involved one of the three themes, exploring the connotation, practice and suggestion of exploitation and poverty alleviation.
