近年来,高等教育中外合作办学作为我国跨国高等教育的主要形式发展迅猛。但在发展过程中存在地区差异较大、学历层次不均衡、"引进来"明显胜于"走出去"等问题。这些问题制约着高等教育中外合作办学的长效健康发展,各级部门和高校应当立足现状,积极创新高等教育中外合作办学机制,具体的机制创新途径有:调整宏观政策引导中外合作办学均衡发展、准确定位高校角色引导中外合作办学特色化发展、强化"走出去"战略引导中外合作办学多元化发展。

In recent years, Sino-foreign cooperations in running schools as the main forms of transnational higher education in China develop quickly, but arising more problems： regional differences in the development process academic levels, ＂bringing in＂ significantly better than the ＂going out＂. These issues restrict higher education a long-term healthy development of Sino-foreign cooperation in running schools. Departments and universities should be based on the status, active and innovative higher education foreign cooperative education mechanism, a specific mechanism for innovative ways： adjust macroeconomic policies to guide the balanced development of Sino-foreign cooperation in running schools, accurate positioning guide the characteristics of the development of Sino-foreign cooperation in running schools, colleges and universities role to strengthen the ＂going out＂ strategy to guide the development of Sino-foreign cooperative education diversified.
