论市场化进程中的政府经济职能多元性

The Pluralism of the Government's Economic Functions in the Growth of Market Economy

我国正在进行新一轮的以“转变职能”为思路的政府机构改革。要实现政府的职 能转变，首先要清楚政府应具有那些职能。该文认为，市场化进程中的中国政府承担着多元的 经济职能：一是为弥补市场的固有缺陷而承担的一般性经济职能；二是为推进向市场经济转型 而承担的阶段性经济职能；三是为适应本国国情而承担的特殊性经济职能。

A new round of government institution reform is to come in China, which aims at the transfor- mation of the functions. To achieve this goal, it is vital to make clear what functions the government has. This article holds that in the course of marketization, the Chinese government takes on such economic functions as: (1) general economic functions for making up the intrinsic defects of the market; (2) economic functions for advancing market economy in certain phases; (3) special economic functions for dealing with the specific situation in China.
